after completion of the replacement exercise
The replacement
exercise was completed on 31 March 2007. The Smart Identity
Card Centres ceased to accept applications for smart identity
cards thereafter. Starting from 2 April 2007, persons who
have missed their specified call-up periods and have not replaced
their old identity cards should make prior appointment for
their applications at any of the Registration
of Persons Offices. For details of late applications,

An applicant
who is unable to collect his new identity card in person may
authorise a representative to collect the new identity card
