Late
applications
Persons who have
missed their specified call-up periods and have not replaced
their old identity cards should make their applications at
any of the Registration
of Persons Offices as soon as possible.
Persons
who cannot have their identity cards replaced during the specified
call-up periods due to their absence from Hong Kong should
make their applications at any of the Registration of Person
Offices within 30 days of their return to Hong Kong.
Documents*
to be Brought for Application
Persons
of the age 18 or above

An adult applicant only needs to bring his/her existing
identity card if he/she is holding a:
- Hong
Kong Permanent Identity Card,
- Hong
Kong Identity Card which bears the "***" symbol,
or
- Hong
Kong Identity Card issued on or after 1 January 1999
and bears the "R" residential
symbol.

If he/she does not fall into the above categories, in addition
to his/her existing identity card, he/she must bring his/her
valid travel document showing his/her current residential
status in Hong Kong.
Persons
born in 1990, 1991 or 1992

A juvenile applicant must be accompanied by his/her father/mother
or a legal guardian
- The
juvenile applicant only needs to bring his/her existing
identity card if he/she is holding a:
- Hong
Kong Permanent Identity Card,
- Hong
Kong Identity Card which bears the "*" symbol,
or
- Hong
Kong Identity Card issued on or after 1 January 1999
and bears the "R" residential
symbol.
- If
the juvenile applicant’s identity card does not belong
to any of the above categories, in addition to his/her existing
identity card, he/she must bring along his/her valid travel
document showing his/her current residential status in Hong
Kong.
- The
accompanying father/ mother or legal guardian should produce
his/her proof of identity (e.g. identity card or travel
document).
- If
the juvenile applicant is accompanied by a legal guardian,
the legal guardian should produce documentary proof of the
guardianship.
Persons
born in 1997, 1998, 1999, 2000, 2001, 2002 or 2003

A minor applicant must be accompanied by his/her father/mother
or a legal guardian, and produce the following documents:

The applicant's existing Permanent Identity Card;
- Proof
of identity such as recent passport/ travel document
or recent school document with certified photograph
(e.g. student handbook or school record book); and
-
A recent photo (50 x 40 mm full face photo), if the
minor applicant is not taller than 90 cm.

The accompanying father/ mother or legal guardian should
produce his/her proof of identity (e.g. identity card or
travel document).
- If
the minor applicant is accompanied by a legal guardian,
the legal guardian should produce documentary proof of the
guardianship.
* Other than
above, supporting documents may be required for reason of late
application.
Failure to apply
Failure to apply
for a new identity card within the specified call-up periods
without reasonable excuse is an offence. Offenders may be
prosecuted and are liable to a fine of $5,000. Persons who
cannot have their identity cards replaced during the specified
call-up periods due to their absence from Hong Kong should
apply within 30 days of their return to Hong Kong.
