What are the procedures for replacement of identity card ?

Before Application

Before visiting the Smart Identity Card Replacement Centres (SIDCCs), eligible applicants are advised to make prior appointment through the GovHK website at www.gov.hk/newicbooking, Immigration Department Mobile Application or the 24-hour telephone appointment booking hotline at 2121 1234. Applicants can make appointment from the next working day to 3 March 2023, i.e. the last application date for replacement of new smart identity cards at the SIDCCs (Monday to Saturday, except public holidays). Those who have made appointment can prefill their application forms through the Internet or the Immigration Department Mobile Application.

During Application

Step 1 : The applicant shall apply for the new identity card in person at a SIDCC. When arriving at a SIDCC, the applicant can approach the Self-service Tag Issuing Kiosk to obtain a tag number by scanning the QR code on the appointment letter. The applicant may also scan the identity card or input his/her identity card number on the touch screen monitor at the Kiosk to obtain a tag number. Besides, the applicant may choose to obtain a tag number in the reception counter. Please note that for an applicant aged under 11, he/she should, in the company of his/her father/mother or legal guardian, obtain a tag number in the reception counter and pay attention to the tag situation to proceed to the registration booth for processing of his/her application for identity card replacement.

Step 2 : After obtaining the tag number from the Self-service Tag Issuing Kiosk, the applicant should follow the instruction for his/her tag number shown on the display panel in the waiting area to proceed to a designated Self-service Registration Kiosk. At the Kiosk, the applicant may insert his/her old form of smart identity card, undergo fingerprint verification, input and verify the information of his/her application. After that, the applicant can print and collect the completed application form. Applicants who do not opt to use the Self-service Registration Kiosk should pay attention to the tag situation shown on the display panel in the waiting area; and then follow the instruction for his/her tag number to proceed to the designated registration booth.

Step 3 : Applicants who choose to use the Self-service Registration Kiosk should return to the waiting area upon collection of their completed application forms and pay attention to the tag situation shown on the display panel. After that, the applicant can proceed to the designated registration booth as instructed to take photographs; and will be issued a notice of collection upon completion of registration procedures. Applicants who do not opt to use the Self-service Registration Kiosk need to follow the instruction for his/her tag number shown on the display panel in the waiting area to proceed to the designated registration booth to have fingerprint verification, provide information for application, take photographs and attend an interview with the assessment officer. The applicant will receive a notice of collection upon completion of assessment procedures.

After Application

The processing time for replacement of identity card is usually 7 working days (excluding Saturdays and general holidays). Applicants should collect their new smart identity cards in person or authorise a representative to do so within the period specified on the notice of collection. While collecting the new identity card, the applicant's existing smart identity card must be returned for cancellation.

Collection Arrangement of New Smart Identity Card after the closure of Smart Identity Card Replacement Centres (SIDCCs)

All SIDCCs will be closed with effect from 4 March 2023. If applicants are unable to collect their new smart identity cards at the chosen SIDCCs on or before 3 March 2023, they are required to collect their identity cards at a designated Registration of Persons Office as specified below starting from 6 March 2023:

Supporting Documents to Take with You

If you are aged 18 or above, when you apply for replacing a smart identity card at a Smart Identity Card Replacement Centre, you only need to bring along your old form of smart identity card (i.e. identity card with date of issue from 23 June 2003 to 24 November 2018).
